I purchased a Specialized Sequoia Elite a while ago and while I love the bike, it's no secret that as a steel bike it is a bit heavy. I understand that its weight is further compounded by a heavy wheel set intended for heavily loaded touring. This is not the type of riding I do for the most part and was looking for suggestions for a good set of wheels that would lighten the bike up a bit and maybe make it handle better, while still being able to fit the stock sawtooth tires which I really like. I'm just getting into gravel riding and know very little about this but the wheel size is listed as 700C disc, 15mm rim depth, 25mm internal width. Not sure if the sawtooth tires require that exact wheel size or of they could fit on a smaller wheel. Either way, I'm seeking expert advice, thanks for your help

I would highly recommend stopping by your local bike shop (LBS) and visiting with them about your budget and preferences. They may recommend a mainstream wheelbuilder or a local wheelbuilder who can give you all sorts of options to sort through regarding spokes, nipples, hubs, rims, etc.
There are too many wheel options and just about everyone has their own ingrained biases as to wheels and/or hubs. So I might impart a recommendation to look at Stans No Tubes, while someone else will tell you they are no good, and recommend a wheelset they prefer or have had good experience with. And neither of us would be "wrong".

Thanks for your response, I will definitely take a look at Stans No Tubes. The representative as Specialized recommended Roval SLX 24s. Any sense on whether those would be a good pick?

My LBS is mainly Specialized and I've heard great things about the SLX 24's. Thinking of picking up a rim brake version for myself later this summer.
I have a set of Traverse Fatties on my AWOL, and I really like them. They are pretty light for a 29mm internal rim, and like the SLX 24's they use DT Swiss internals. I think Roval has done a pretty good job bringing some nice stuff to market for a decent price point. Can't speak to the quality of their carbon stuff (never ridden any), but their customer service and warranty is top notch. Might be an option, especially if your LBS has Roval wheels on the shelf and ready to go like mine does.

Specialized carbon wheels seem to get good reviews and the prices are great for how much you get.
My last two road/gravel builds have been White Industries hubs to Nextie rims. They usually come in around 1k built up. The rims are light (which is the most important part) but the hubs aren't and I always do 32 spoke builds for durability, so they're probably heavier than a premade wheelset.

my favorite wheelset is the Newmen Sl X.A.25. Weight 1455g, rim internal 25mm. I drive the wheels tubeless with Gravelking SK 43.

My Sequoia Elite had hub failure at around 1,500 miles. I installed a Stans’s Arch ZTR wheel set that was in the parts bin while the LBS ordered and eventually replaced the worn out hubs on the stock wheels.
I am still using the Stan’s wheelset and it is a good match with the Sawtooth 42mm tires. At 23 mm wide, the Arch is close in width to the original wheels and much lighter. I weigh 215 and the Arch wheel has a 230 lb. weight limit. I think Stan’s still sells this wheel set along side the new slightly wider Arch mk3 which would also work on the Sequoia. I run the Sawtooth tires tubeless at 30-40 psi with the Arch wheels which is an awesome set up for me. I have since installed a pair of WTB Nano tires tubeless on the stock Hayfield wheels now rolling on SRAM 900 replacement hubs as a back up / more off road oriented set up.
